Funding

MoRST does not directly fund research and innovation projects. Our role is to manage the Government’s investment in research, science and technology (RS&T), ensuring that the system runs efficiently and smoothly. 

Budget 2009

Including the Budget decisions, the Government’s annual operating investment through the RS&T portfolio for 2009/2010 is $743 million.

How funding is organised

The various Crown agencies and Ministries that make up the New Zealand Government are funded though a series of packages called "Votes".

Who does the funding?

Some organisations receive money from the Government that they invest, on behalf of the Minister of Research, Science and Technology, in several hundred projects every year.

Funding/policy year

The funding and policy year is marked by two distinct phases - advice and decisions.

Cross Departmental Research Pool

The Cross-Departmental Research Pool (CDRP) supports policy-related research in government departments, and is managed jointly by the Royal Society of New Zealand on behalf of the Ministry of Research, Science and Technology.

Stable funding

Government decisions regarding stable funding. The level of negotiation in the Environmental Research and Research for Industry output expenses of Vote RS&T has been increased from 30% to 40% of available funds. Updated March 2008.

The Backbone

The Backbone Research and Science Scheme is a new mechanism for disbursing Vote RS&T funds on a longer-term and non-contestable basis. The Scheme aims to support essential RS&T infrastructure and activities.
